i just returned from a trip to afghanistan. i cannot describe how impressed i am with the commitment, the dedication and the work carried out every single day by our men and women in uniform and those in the civilian services. i met and spoke with them in kabul, bases and air force bases and small villages. quite simply, they are incredible. but over and over and over again, i heard the same message, this is not sustainable. the strategy that we are pursuing in afghanistan is not sustainable and it is costing us too much in human lives and financial resources to continue. it can't continue for another 18 months as called for by the president, let alone even longer. i stand here tonight more convinced than ever that it is time to forge a new path, a new strategy, built upon past and present accomplishments and more aggressively focused on reducing the military footprint in afghanistan than the plan described by the president last month, accelerating the transition of combat operations and intense international and regional effor

there is no extradition treaty between afghanistan and the united states. it is up to the afghan government to decide on a case by case basis if they will allow these individuals to stand trial in the united states. what has happened is that president karzai has not allow the removal of anyone since june of 2009 when someone was brought to the united states for trial. all i am led to believe that he was upset over the arrest over mr.

here's mandy clark in afghanistan. >> in afghanistan being a doctor can be a front line position. but even back from the fighting, the men and women of the u.s. military have tough jobs and the medical problems to match. >> this one started today. >> reporter: an experienced eye makes all the difference. and few are more experienced than dr. john burson, an ear, nose and throat specialist from bill rica, georgia -- georgia. he may not have seen it all but brings history to his work in kabul. >> they are not quite sure whether i'm a father figure or grandfather figure. >> reporter: and what does he take away from the experience? >> i carry with me mostly an appreciate for the incredible sacrifice that i see among the young people here and the real dedication, the love of country. it's an opportunity to come back and sort of pay back a little bit to your country. >> reporter: dr. burrston is a volunteer with the reserves this is his fourth tour since 2005, two in iraq and two in afghanistan. he joined the army back in 1955 but never saw combat, missing korea and vietnam. he was out
